Help setting up QOS

I need help setting up ..( or fixing up my settings) for QOS which I have setup but they don't seem to be helping.

I am on RBI 3G and run a voip phone on the network. There are 2 houses on the property and joined by wireless bridge (M2's). The Ata for the voip is in the second house. The phone mostly works ok provided the internet is not being hammered at house 1. So that is why I decided to set up QOS. As the modem does not have QOS I connect it to a router that does .. set up QOS .. and so on . but no significant help in high use times so I suspect I have got something wrong .. maybe in the bridging or DHCP setup.

So here is my set up and hopefully someone can give me a pointer.

Main modem . B970b 3G ..RBI, DHCP enabled (wifi off) .. only one Ethernet off >>>to >>

Router 1 Linksys WAG 320 N .. Bridge mode only ..( wifi on .. feeding the problem users) DHCP disabled .. QOS set up to give high to Voip ata macaddress. >> Ethernet cable to wireless bridge to house 2

Wireless bridge is 2 nano station M2's both in bridge mode. .. >> ethernet to >>

Router 2 (Identical to 1 apart from IP address) WAG320N Bridge mode only and the QOS set to give high to the ATA's Mac address .. The ATA comes off this. (2talk using 729)

I only have self-taught networking skills .. I suspect the problem may be in the DHCP ?? but would really like some help with this.(apart from the QOS, the network works well with IP allocations ok) Thanks in advance.
