UFB outages - excessive PPPoE logins?

I live in the North Porirua area and had 100/20 UFB installed in February, since then I have perceived that I get a lot of mini outages, more than with VDSL using same ISP - a web site does not load, I find I cannot ping external IP addresses for a short period.

I have a smallwall router running on an ALIX board directly connected to the ONT, so smallwall does the PPPoE login. The ALIX board may be a bit underpowered, but I still get a measured 86Mb/s with ALIX CPU running at 90%.

So I have looked through my router logs and find many PPPoE logins preceded by WAN interface link DOWN lines. Many of the outages are a few minutes and are pretty annoying and have occurred several times on some days. Here is a (sanitised) list for Sept:

Sep 2 16:12:22 smallwall mpd: [L1] PPPoE: connection successfulSep 3 05:13:28 smallwall mpd: [L1] PPPoE: connection successful Sep 3 07:31:15 smallwall mpd: [L1] PPPoE: connection successful Sep 5 04:13:59 smallwall mpd: [L1] PPPoE: connection successful Sep 5 15:49:41 smallwall mpd: [L1] PPPoE: connection successful Sep 6 03:19:26 smallwall mpd: [L1] PPPoE: connection successful Sep 6 03:19:50 smallwall mpd: [L1] PPPoE: connection successful Sep 6 03:20:13 smallwall mpd: [L1] PPPoE: connection successful Sep 6 11:28:54 smallwall mpd: [L1] PPPoE: connection successful Sep 7 02:41:20 smallwall mpd: [L1] PPPoE: connection successful Sep 8 05:04:37 smallwall mpd: [L1] PPPoE: connection successful Sep 8 14:42:19 smallwall mpd: [L1] PPPoE: connection successful Sep 11 00:14:01 smallwall mpd: [L1] PPPoE: connection successful Sep 13 12:33:36 smallwall mpd: [L1] PPPoE: connection successful Sep 14 19:16:21 smallwall mpd: [L1] PPPoE: connection successful Sep 14 19:44:36 smallwall mpd: [L1] PPPoE: connection successful Sep 15 13:44:09 smallwall mpd: [L1] PPPoE: connection successful Sep 17 13:17:09 smallwall mpd: [L1] PPPoE: connection successful Sep 19 10:40:14 smallwall mpd: [L1] PPPoE: connection successful Sep 21 18:24:03 smallwall mpd: [L1] PPPoE: connection successful Sep 22 03:11:33 smallwall mpd: [L1] PPPoE: connection successful Sep 24 08:10:20 smallwall mpd: [L1] PPPoE: connection successful Sep 24 13:49:40 smallwall mpd: [L1] PPPoE: connection successful Sep 24 14:15:09 smallwall mpd: [L1] PPPoE: connection successful Sep 25 10:52:35 smallwall mpd: [L1] PPPoE: connection successful Sep 26 15:48:21 smallwall mpd: [L1] PPPoE: connection successful Sep 27 16:09:14 smallwall mpd: [L1] PPPoE: connection successful Sep 28 17:42:30 smallwall mpd: [L1] PPPoE: connection successful Sep 29 01:34:20 smallwall mpd: [L1] PPPoE: connection successful

Is this common? Is it due to an underpowered router/firewall (unlikely)? Is it unique to my ISP ?Is it some other reason?
