Best way to control kids' internet access?

We've got two boys who have the typical young person addiction to using devices (usually iPads, sometimes phones or Android tablet). I'm looking for a technical solution to control their access to the internet (please no comments re teaching the kids good practices; I get all that, and try to do this, but sometimes the ability to use a blanket control is appropriate!).

I know I can elect to limit access at the router level, but that's a hassle as the interfaces aren't user-friendly or quick to use, and we have two different brands of routers so this can't be done without making adjustments on both devices. Similarly, neither have an app available (which some models of routers seem to work with).

There are parental control apps I'm aware of, but I'm not keen on the subscription model some use (eg Our Pact) nor convinced at handing over money to purchase an app when not 100% sure it'll do the trick.

So, has anyone got any suggestions as to the best way to restricting internet access to specific devices, ideally from a simple phone- or tablet-based interface?
