Help blocking a Wired Ethernet device on my network - NetcommNF15ACV

Hi,I am trying to block out a Wired Lan device from my SOHO Router(NetcommNF15ACV). It's a small network, ONT to ROUTER WAN and then 4 devices plugged in on LAN. I would like to block one of these connections.I have a Fibre Connection setup using Ethernet_WAN: Channel Mode IPoE.. If that helps not entirely sure if this is necessary but that's the connection type anyway.I don't think I'm doing this correctly so if anyone could help me that would be greatly appreciated. I've tried MAC filtering/Parental Controls in the Firewall tab.I've filled https://www.manualslib.com/manual/1166172/Netcomm-Wireless-Nf15acv.html?page=36#manual this out and also the next page in that online manualis Parental Controls which isn't working either. I'm basically trying to outright block/restrict a person from accessing the internet on a Wired Ethernet LAN Device. I'd really like to use some sort of MAC filtering and not IP filtering as we use DHCP and I don't particularly want to set a static address, the person whos being blockedisn't clever enough to spoof a MAC address. I just don't understand how it isn't working, I've clicked "apply changes" and even reset router which I shouldn't really have to do that stuff, I'm definitely not filling in the correct information in the designated parameters. I am using only IPv4 and not IPv6.Any ideas are appreciated..
